Vouchers, in theory, are the best affordable housing program—they give money to people who need it and let them shop the market. Section 8 vouchers do this, but suffer from the same bureaucratic waste as LIHTC and similar policies.

Conclusion

If you’ve gotten this far, you may have noticed something odd about the government’s whole approach to housing. On one hand, governments enforce regulations that make housing more expensive. On the other, governments constantly voice the need for affordable housing, forcing taxpayers to fund costly programs. These programs are then hindered by the very regulations the government first established. It’s really a vicious cycle: regulations make housing expensive, so subsidies are perceived as necessary, but the regulations prevent the subsidies from stretching very far, justifying the need for more subsidies. In a nutshell, government failure.

There’s a better way, one that would produce cheaper housing, require less public expenditure, and create many additional positive benefits for cities. It’s called Market Urbanism, and in Ch. 4 I describe its approach to housing.
